CYNGOR CYMUNED LLAN LLYR/LLANYRE COMMUNITY COUNCIL

A meeting of Cyngor Cymuned Llan Llyr/Llanyre Community Council was held at Llanyre Church Hall on Tuesday, 20th September, 2016.

Present:- Councillor S. Powell (Chairman);

Councillors M. Davies, Mrs. T. Field, H. Lewis, G. Rees, L. Smith
and M. Watkins.

46/16 APOLOGIES FOR ABSENCE

Apologies for absence were received from Mr. S. Grimwood and Mr. S. Meredith. It was reported that Mr. Meredith had recently been in hospital and Members wished him well for a speedy recovery.

47/16 DECLARATIONS OF INTEREST

There were none.

48/16 MINUTES

The Chairman was authorised to sign as a correct record the Minutes of the meeting held on 26th July, 2016.

49/16 MATTERS ARISING

(a) Public Toilets, Llanyre (Ref. Min. 38/16(a))

Electricity - 4251 Water 590

It was reported that the timer on the lighting had been adjusted and repairs to the sensor and light had been carried out.

With regard to the condition of the fascia boards, it was reported that the general condition of the timber was good with just a small area rotted. However, the paint used was water based and had not been very successful. It was reported that a discussion had taken place with Western Power employees regarding moving the electricity connection and it was agreed that an enquiry in to the cost of moving the connection be made. Mr. L. Smith agreed to meet an Engineer on site.

(b) Public Toilets, Newbridge-on-Wye (Ref. Min. 38/16(b))

No problems to report. Electricity – 95884

(c) Recycling Sites (Ref. Min. 36/16(c))

Newbridge-on-Wye - all fine.
Llanyre – the Clerk reported receipt of correspondence from the County Council seeking the Members views on the removal of the recycling bins. It was noted that due to low usage, the close proximity of the Llandrindod site and the introduction of kerbside recycling, it was not possible to retain the bins. It was reported that the local public house had paid a licence fee to use the bottle bank.

Members expressed their disappointment at the proposal to remove the bins and it was agreed that the County Council be requested to retain the site as a service to the community.

(d) Llanyre Recreation Field

The Chairman reported that he had been unable to get anyone to cut the field and remove the grass. The hedge was also in need of trimming. It was agreed to contact Mr. D. Hughes for a price for the hedge trimming and cut the rushes.

(e) Newbridge-on-Wye and Llanyre Playing Fields (Ref. Min. 36/16(f))

Prior to the meeting, Members met on the site of the Allotments at Newbridge-on-Wye Playing Field. A number of concerns were raised regarding the site and as a result it was proposed by Mr. G. Rees and seconded by Mrs. T. Field that the Community Council does not accept the County Council’s licence agreement, accepting responsibility for the playing field and allotments. All in favour.

(f) Notice board, Llanfihangel Helygen Church (Ref. Min. 36/16(g))

It was reported that the old notice board had been removed and erected out of the Council area. As a result it was agreed fund a replacement with a contribution from the Recycling Funds and a personal donation from Mrs. T. Field. Mrs. Field proposed that Character Building be requested to quote to construct and erect the notice board. The construction and erection costs to be itemised separately on the quotation. All in favour.

50/16 PLANNING APPLICATIONS

It was agreed that discussion of the Planning Applications be deferred to the training meeting on 26th September, 2016.

The monthly balance of income and expenditure was received and approved.

52/16 CORRESPONDENCE

(a) CPRW Newsletter

The Newsletter was received and passed to Members for their information.

(b) Boundary Commission for Wales

It was reported that the Review of Parliamentary Constituencies document was available to view at www.bcomm-wales.gov.uk.

(c) Pentref Baptist Church

A letter of thanks for the donation towards the newsletter was received.

53/16 MODEL CODE OF CONDUCT

It was agreed to defer discussion and a decision on this matter to the next ordinary meeting.

54/16 COMPLETION OF AUDIT

It was reported that the Audit of the Accounts for the year ended 31st March, 2016 had been completed and the Clerk provided notices for posting on the notice boards.

55/16 MEMBERS ITEMS

Parking on A470 (Mrs. P. Deakin)

Concerns had been expressed regard the parking on the A470 adjacent to the entrance to Knapplands/Meadowlands. A request for double yellow lines had been made. Members discussed the matter and did not support the request for double yellow lines. It was felt that, as the area fell within the 30 mph speed restriction, double yellow lines were not necessary.

56/16 DATE OF NEXT MEETING

The date of the next ordinary meeting was confirmed as Tuesday, 18th October, 2016. Members were reminded on the data handling training to be held on Monday 26th September at 6.30 p.m.

57/16 CONFIDENTIAL MATTERS

(1) Complaint.
(2) Clarification on parking.

There being no other business the Chairman closed the meeting at 8.30 p.m.

The Members discussed the following item in their capacity as Custodial Trustees.

NEWBRIDGE-ON-WYE COMMUNITY CENTRE

The need to consider handing the day-to-day management of the Community Centre back to the community was considered. It was felt that, as an agreement with the County Council, was taking so long this may now be the option to consider. It was agreed to discuss the matter further when all Members were present.
