CYNGOR CYMUNED LLAN LLYR/LLANYRE COMMUNITY COUNCIL

A meeting of Cyngor Cymuned Llan Llyr/Llanyre Community Council was held at Newbridge-on-Wye Community Centre on Tuesday, 15th November, 2016.

Present:- Councillor S. Powell (Chairman);

Councillors M. Davies, Mrs. P. Deakin, S. Grimwood, H. Lewis,
S. Meredith, G. Rees, L. Smith and M. Watkins.

In attendance:- County Council W. J. Evans

68/16 APOLOGIES FOR ABSENCE

Apologies for absence were received from Mrs. T. Field.

69/16 DECLARATIONS OF INTEREST

Mr. L. Smith declared an interest in item 75/16 and left the meeting whilst it was discussed.

70/16 MINUTES

The Chairman was authorised to sign as a correct record the Minutes of the meeting held on 25th October, 2016.

71/16 MATTERS ARISING

(a) Public Toilets, Llanyre (Ref. Min. 61/16(a))

Electricity 42621 Water 595
It was reported that no further communication had been received from Western Power regarding the moving of the power cable and the Clerk was requested to contact them again.

Further to the discussion at the last meeting, some Members were not convinced that a deep clean would make sufficient difference to the toilets. However, it was felt that work needed to be undertaken to bring the facilities up to a decent standard. It was agreed that the Clerk contact Paul Watkins from Llandrindod to request a quotation to steam clean the area and the matter be discussed further at the next meeting.

(b) Public Toilets, Newbridge-on-Wye (Ref. Min. 61/16(b))

Electricity 96273. Further to a recent complaint, it was agreed that a sign be erected informing users that the tap was very hard to press.

(c) Recycling Sites (Ref. Min. 61/16(c))

(i) Llanyre – it was reported that signs had been erected stating that the bins would be removed. Councillor Evans reported that he had been in conversation with the Recycling Department who had agreed to send out details of the recent payments/costs but nothing had been received to date. Councillor Evans agreed to follow up. Members were disappointed that the bins were not being used since the implementation of kerbside recycling.
(ii) Newbridge-on-Wye – nothing to report.

(d) Llanyre Recreation Field (Ref. Min. 61/16(d))

It was reported that a local resident had contact one of the Members stating that they were interested in “doing something” on the Recreation Field. It was agreed that the person be invited to the next meeting to share their plans.

(e) Newbridge-on-Wye and Llanyre Playing Fields (Ref. Min. 61/16(e))

The reports of the bi-monthly inspections, together with the ROSPA report for Llanyre Playing Field were received and discussed. The matters raised on the report were as follows:-

Gate – this was installed by Rights of Way and it was agreed that they be contacted.
Hedge encroachment on gateway – agreed to cut back.
Dog ban signs and ownership signs – recommended. However, as it is a public right of way, Members felt it would be difficult to ban dogs.
Swing Frame – unsafe and needs immediate removal. Members expressed their concerns at this recommendation as it had recently been agreed to re-fit the swings and chains to the frame. It was felt that the County Council had handed over equipment that was not fit for purpose and ;no state of condition report had been received at that time. In view of this, it was agreed that a meeting be arranged with Mr. S. Gealy as a matter of urgency.

(f) Notice board, Llanfihangel Helygen Church (Ref. Min. 61/16(f))

Defer to next meeting.

72/16 PLANNING APPLICATIONS

The following planning application was received and considered:-

P/2016/1092 – erection of a two storey extension for disabled use at Red House, Newbridge-on-Wye. Following discussion, it was agreed to recommend approval. All in favour.

73/16 INVOICES FOR PAYMENT

The monthly balance of income and expenditure was received and approved, as follows:-

The monthly invoices were received and passed for payment. Members expressed their concerns at the receipt of an outstanding debit of £400 from the HMRC in respect of failing to submit P35 in perod ending 05.04.2014. A discussion ensued and it was agreed that the invoice be passed for payment and further enquiries as to the reasons for the outstanding debit be undertaken.

74/16 CORRESPONDENCE

(a) CCW – correspondence was received seeking support for their campaign regarding the additional areas outlined in the LDP for wind energy. It was noted that the additional areas identified had been included following a directive from the Welsh Assembly Government and without this the LDP would not be approved. Any future wind farms would be subject to planning approval.

(b) CCW Newsletter –was received and noted.

(c) Citizen’s Advice Bureau – a request for financial assistance was received. Following discussion it was agreed that a donation of £50 be approved. Proposed by Mr. L. Smith and seconded by Mr. G. Rees. All in favour. It was agreed that contact details be sought also i.e. posters.

75/16 RECYCLING FUNDS

Newbridge-on-Wye – no applications received.

Mr. L. Smith left the meeting

Llanyre – a request for financial assistance was received from Llanyre Thursday Club. It was proposed by Mr. S. Grimwood and seconded by Mr. M. Davies that a donation of £56 be approved.

Mr. L. Smith re-joined the meeting.

76/16 ANY OTHER BUSINESS

It was reported that a poppy cross had been laid on the memorial in Llanyre for the American Servicemen who had lost their lives in a plane crash in the Llanyre area. It was proposed that next year a memorial be laid by the Council next year too.

77/16 DATE OF NEXT MEETING

The date of the next meeting was confirmed as Monday 12th December, 2016.

There being no other business, the Chairman closed the meeting at 8.45 p.m.

 

The Members discussed the following item in their capacity as Custodial Trustees:-

78/16 NEWBRIDGE-ON-WYE COMMUNITY CENTRE

It was reported that the hall had been booked for the public meeting on 18th January at 7.00 p.m. Posters would be put up and a notice in the newsletter for December and January.

Discussion took place as to whether it was financially viable to continue with the alcohol licence and Mr. G. Rees agreed to contact the County Council to confirm the price.
