CYNGOR CYMUNED LLAN LLYR/LLANYRE COMMUNITY COUNCIL

A meeting of Cyngor Cymuned Llan Llyr/Llanyre Community Council was held at Newbridge-on-Wye Community Centre on Tuesday 18th April, 2017.

Present:- Councillor S. Powell (Chairman);

Councillors Mrs. T. Field, S. Grimwood, H. Lewis, G. Rees
and L. Smith.

In attendance:- County Councillor W. J. Evans.

119/16 APOLOGIES FOR ABSENCE

Apologies for absence were received from Mr. S. Meredith and Mr. M. Watkins.

120/16 DECLARATIONS OF INTEREST

There were none.

121/16 MINUTES

The Chairman was authorised to sign as a correct record the Minutes of the meeting held on 21st March, 2017.

122/16 MATTERS ARISING

(a) Public Toilets, Llanyre (Ref. Min. 113/16(a))

Electricity – 43603 Water – 612

Confirmation was received from the Contractors that the cleaning would be undertaken as soon as possible. It was agreed that the heaters be put back on this week as frost was forecast.

(b) Public Toilets, Newbridge-on-Wye (Ref. Min. 113/16(b))

It was agreed to enquire about the cost of purchasing the hand drier as in Llanyre.

(c) Newbridge-on-Wye Recycling Site (Ref. Min. 113/16(c))

A mattress had been left on the site and the County Council had been informed.

(d) Llanyre Recreation Field:
(i) Recreation Field (Ref. Min. 113/16(d)(i)) – the future management of the Field was discussed i.e. grass cutting, etc. Long term planning was required and Mr. L. Smith agreed to discuss the matter with Mr. Price to obtain any ideas or suggestions he may have for the future.


(ii) Play Area (Ref. Min. 113/16(d)(ii)) – Mr. H. Lewis confirmed that he discussed the Tesco grant scheme further with staff and it was noted that the application process would become easier as it will be confined to the Llandrindod area only. Mr. Lewis agreed to co-ordinate the application but a detailed project was required. New play equipment and a new gate were suggested and following discussion it was agreed to proceed with an application for new play equipment in the first instance. Following this, a project on the Recreation Field would be investigated.

(iii) Pritchard Recreation Ground (Ref. Min. 113/16(d)(iii)) – nothing further to report.

(e) Newbridge-on-Wye Playing Field (Ref. Min. 113/16(e))

No reply received from PCC following the e-mail regarding grass cutting.

(f) Up-date from HMRC (Ref. Min. 113/16(f))

No further correspondence received regarding the refund. The Clerk was requested to contact HMRC again.

123/16 PLANNING APPLICATIONS

There were none. However, a pre-application notification for development on land to the south of the village was received. Members expressed their concern that the proposed access would cross a public right of way.

124/16 INVOICES FOR PAYMENT

The monthly balance of income and expenditure was received and approved, together with the invoices for payment.

125/16 CORRESPONDENCE

(a) Powys County Council

Details of a new joint venture to deliver its property related services was received and noted.

(b) Powys County Council – change of Primary Admission Age to Primary Schools

Details of the change in the age of Primary Admission was received. It was noted that with effect from September 2017 there would be only one school intake per year. Provision for 3 and 4 year olds would increase from 10 to 12 hours per week. Posters were distributed for posting on the notice boards.

(c) Welsh Government – the good Councillor’s Guide

A copy of the guide was received and distributed to Members.

(d) Waste Collection

A copy of a press release was received from Powys County Council. It confirmed that the proposal to cut waste collection from 5 to 4 days had been delayed.

(e) CPRW – Newsletter

A copy of the newsletter was received and noted.

(f) Defibrillators

Correspondence was received from Kirsty Williams, AM, outlining details of funding for defibrillators. Mr. H. Lewis agreed to make enquiries.

126/16 TENDERS

Tenders were received for the following:-

- Maintenance of Village Green - £840
- Maintenance work in Llanyre/Llanfihangel and grass cutting on Llanafan Road - £805

It was proposed by Mr. L. Smith and seconded by Mrs. T. Field that the tenders be accepted.

127/16 ANY OTHER BUSINESS

Councillor Evans reported that it was not possible to put the fountain on as water was leaking around the bowl. It was in need of re-sealing. Members agreed to make investigations.

128/16 DATE OF NEXT MEETING

The date of the next meeting was confirmed as Tuesday 16th May at 7.30 p.m. in Llanyre Church Hall.

On closing the meeting, the Chairman thanked County Councillor W.J. Evans for his help and advice during his terms of office and wished him well for the future. He also thanked those Community Councillors who were not seeking re-election.

The Members discussed the following item in their capacity as Custodial Trustees.
