A meeting of Cyngor Cymuned Llan Llyr/Llanyre Community Council was held at Newbridge-on-Wye Community Centre on Tuesday 19th April, 2016.

Present:- Councillor S. Powell (Chairman);

Councillors M. Davies, T. Field, S. Grimwood, G. Lewis,
G. Rees, L. Smith and M. Watkins.

In attendance:- County Councillor W. J. Evans.


An apology for absence was received from Mr. S. Meredith and Mrs. P. Deakin.


Mr. S. Powell declared an interest in items 119/15 (Wern) and 121/15 (Howey YFC). Mrs. T. Field declared an interest in item 119/15 (Ty Nant). Mr. L. Smith declared an interest in item 121/15 (Howey YFC). Members left the meeting while the matters were discussed. Councillor W. J. Evans left the meeting whilst item 119/15 (Wern) and item 121/15 (Howey YFC) were discussed.

117/15 MINUTES

The Chairman was authorised to sign the Minutes of the meeting held on 19th April, 2016, subject to an amendment outlined in the Confidential Minutes.


(a) A470/Traffic Calming Measures/By-pass (Ref. Min. 108/15(a))

It was reported that the 20mph sign opposite the entrance to Knapplands remained on after the agreed time.

It was noted that a public meeting head been held recently to discuss the problems associated with excessive speed in the village. It was reported that the Police have a scheme of speed detection whereby they loan speed guns out to the public. Some volunteers had come forward and they would be trained in their use in due course.

(b) Public Toilets, Llanyre (Ref. Min. 108/15(b))

No problems to report. However, it was felt that the building would benefit from re-painting and it was agreed to undertake this later in the year. Electricity – 42450 Water – 570.

(c) Public Toilets, Newbridge-on-Wye (Ref. Min. 108/15(c))BU

It was noted that the paint on the ceiling and walls was flaking. Electricity – 95407.

(d) Recycling Sites
Llanyre – all ok
Newbridge-on-Wye – all ok

(e) Mid Wales House (Ref. Min. 108/15(e))

Nothing further to report.

(f) Proposed Llanyre Church/Community Hall (Ref. Min. 108/15(f))

The Clerk reported that the letter and enclosures requesting clarification on the matter, had been forwarded to One Voice Wales.

It was also reported that an enquiry regarding the letting had been received. The Clerk had confirmed that the Council was not in a position to make a decision at present.

(g) Proposed New Community Facility (Ref. Min. 108/15(g))

An email was received stating that the Committee hoped to have a response to their application in the near future.

(h) Newbridge-on-Wye and Llanyre Playing Fields (Ref. Min. 108/15(h))

Llanyre – the inspection report was received and noted. Mr. M. Watkins reported that he had inspected the swing frame from which it was noted that it was galvanised steel with cast iron swing fixings. Despite some surface rust it was in a good condition. It was agreed that Councillor Evans and Mr. M. Watkins meet with Mr. S. Gealy on site and Councillor Evans agreed to organise the meeting.

Newbridge-on-Wye – a licence agreement was received from Powys County Council. The licence was issued on a monthly basis until terminated and would continue until such time as the formal transfer of the playing field took place. Members were not clear from the correspondence what the licence covered or what the Community Council was required to do. It appeared that the land was still in the ownership of the County Council but that all the liabilities were with the Community Council. There was also no mention of the allotments or the current holders, etc. Members agreed that they were not happy to sign the agreement until the final handover of the land had taken place.

(i) Electronic Planning Applications (Ref. Min. 9108/15(i))

The Clerk reported receipt of further correspondence from the County Council which outlined the same reasons as previously stated for not supplying paper copies. A copy of the frequently asked questions document was also supplied. It was, therefore, agreed that Mr. M. Watkins raise the matter at the next meeting of One Voice Wales and, in the meantime, the Clerk write to Councillor Avril York who is the Portfolio Holder for Planning and Regeneration.

(j) Financial Information (Ref. Min. 108/15(a)

Nothing further to report.

(k) Llanyre Notice Board (Ref. Min. 108/15(l))

The board had been removed for repair.

(l) Speeding in Llanyre (Ref. Min. 111/15(a))

No response received from either Powys or the Police. It was, therefore, agreed to write to the Police and Crime Commissioner.

(m) Secondary School Re-organisation (Ref. Min. 112/15(b))

The Clerk and Councillor W. J. Evans reported on the recent Consultation meetings in Builth Wells and Llandrindod Wells respectively. It was felt appropriate that each Member responded, individually, to the proposal and the Clerk gave the contact details.


The following planning applications were received and discussed:-

Mrs. T. Field left the meeting whilst this item was discussed.
Ty-Nant, Cagebrook Lane, Llanyre – erection of dwelling, creation of new access and associated external works. Members discussed the application in detail and the following concerns and comments were raised:-
- Increased traffic flow on the narrow lane;
- The design of the entrance with Cagebrook Lane to be sufficiently large to enable service vehicles to turn and come out the same way;
- The roof level of the house to be not higher than the adjoining properties to ensure that the light and privacy is not compromised;
- Query as to whether the sewerage system can accommodate the additional property.
Mrs T. Field rejoined the meeting and Mr. S. Powell and Councillor W. J. Evans left the meeting.

Wern, Llanyre – re-submission of application for erection of one 30.5m to hub (45.07m to tip) wind turbine with control box and associated works. A letter of objection was received from a local resident. Members felt that they had nothing further to add to their objections that were submitted following the September meeting.

(a) The Pensions Regulator – Workplace Pensions

Details of the forthcoming regulations were received. The Clerk agreed to make enquiries as to whether the Council was required to register as the staff were part-time.

(b) PCC – Public Conveniences Handover – Newbridge-on-Wye and Llanyre

The annual forms to enable the Council to claim the £500 grant were received.

(c) One Voice Wales – Representatives on Area Committees

It was agreed that Mr. M. Watkins and Mrs. T. Field be appointed to serve on the Area Committee.

Mr. S. Powell, Mr. L. Smith and Councillor W. J. Evans left the meeting.
(d) Howey YFC – Request for Financial Assistance

A request for financial assistance towards the Club’s costs of hosting the County Rally was received. It was proposed by Mr. G. Rees and seconded by Mr. M. Watkins that a donation of £200 be granted from the Community Council funds. As the Club drew membership from both Llanyre and Newbridge-on-Wye, it was agreed that they be invited to apply to the Recycling funds for additional funding. All in favour.
Mr. S. Powell, Mr. L. Smith and Councillor W. J. Evans returned to the meeting.

(e) Private Parking on School Site

Correspondence was received from Mr. J. Patterson outlining the area of land which was the responsibility of the School.

(f) Zurich Insurance – Renewal

The Insurance renewal in the sum of £552.69 was received and passed for payment.

(g) Defibrillator – Llanyre

Correspondence was received from the Bell Inn, Llanyre stating that a defibrillator had been sourced for the village and requesting assistance, with providing a site with electricity, from the Community Council. Members fully supported the proposal and it was agreed that the only access to electricity was at the public toilets and members were happy to accommodate it there if that was acceptable to the organisers. However, if this was not acceptable, Members would be pleased to contribute towards the running costs if it was sited at the Bell Inn.

122/15 TENDERS

The following tenders were received and approved:-

1. Maintenance of Village Green, Newbridge-on-Wye - £820.00 – Dig It Gardening
2. Grass cutting on Llanafan Road - £150 for 6 cuts – Dig It Gardening
3. Grass cutting of Newbridge-on-Wye Playing Field – no tender received
4. Grass cutting of Llanyre Playing Field – no tender received
5. Maintenance work in Llanyre/Llanfihangel - £250 – Dig It Gardening
6. Pritchard Recreation Ground - £170 – Dig It Gardening

It was agreed that the Clerk Contact Dig It Gardening to enquire whether he would be interested in tendering for the Llanyre Playing Field and the matter be discussed further at the next meeting. With regard to the Newbridge-on-Wye Playing Field, Councillor W. J. Evans agreed to speak with Mr. Marshall who had undertaken the work last year to enquire whether he was interested in re-tendering for this year.


The date of the next meeting was confirmed as Tuesday, 17th May, 2016 at Llanyre Church Hall.
