The re-convened meeting of Cyngor Cymuned/Llan Ll?r/Llanyre Community Council was held at Newbridge-on-Wye Community Centre on Wednesday 23rd September, 2015.  The meeting scheduled for 15th September, 2015, had been adjourned due to insufficient Members present.

 Present:- Councillor S. Powell  (Chairman);

   Councillors Mrs. P. Abbott, Mrs. T. Field, S. Grimwood, G. Rees and
   L. Smith.

 In attendance:- County Councillor W. J. Evans.


 Apologies for absence were received from Mrs. P. Deakin and Mr. M. Watkins.


 Mr. S. Powell declared an interest in item 46/15 and left the meeting whilst the matters were discussed.


 The Chairman was authorised to sign as a correct record the Minutes of the meeting held on 4th August, 2015.


(a) New A470/Traffic Calming Measures/By-pass (Ref. Min. 36/15(a))

A response was received from Mrs. G. Mills, Area Traffic Engineer (Mid), stating that at the Speed Awareness meeting on 30th June, Dyfed Powys Police confirmed that they had completed road enforcement along the Beulah Road in Newbridge-on-Wye on the Sunday prior to the meeting.  They will continue to complete this exercise throughout the summer.  Powys County Council agreed to continue the rotation of the Speed Activated Devises and these were currently sited in the village.  The next meet was scheduled for 22nd September when Newbridge-on-Wye would be discussed again.  The Clerk had responded requesting an up-date from that meeting.

It was noted that the sign at the Wye Bridge and the 20mph sign on Riverside were not working and Councillor Evans agreed to follow up.
(b) Public Toilets, Llanyre (Ref. Min. 36/15(b))
        Water 554 Electricity  41908 on 15th September, 2015.

Councillor Smith reported that some roof tiles were broken due to someone climbing on the roof.  He agreed to make further enquiries.

(c) Public Toilets, Newbridge-on-Wye (Ref. Min. 36/15(c))

Nothing to report.

(d) Recycling Sites (Ref. Min. 36/15(d))

(i) Llanyre – glass half full and paper quarter full
(ii) Newbridge-on-Wye – nothing to report

(e) Mid Wales House – Parking (Ref. Min. 36/15(e))

(f) Proposed Llanyre Church/Community Hall (Ref. Min. 36/15(f))

The Chairman reported that he had met on site with the local MP.  However, having spoken to his Secretary today, it was reported that he had lost all the copy correspondence supplied by the Clerk.

Mr. G. Rees reported that he had spoken to a representative at PAVO who advised that they had experts with experience in this field and may be able to assist.  He agreed to speak further with PAVO and report back to the next meeting.

(g) Proposed New Crèche Facility (Ref. Min. 36/15(g))

It was reported that a meeting had been held with the Welsh Assembly and the outcome was looking positive.  However the grant has to come from a different source and needs match funding.  It was noted that PAR Homes had kindly agreed to donate their labour to remove the old building.  A letter was now required from the Community Council outlining their terms for the rental.  It was agreed that a peppercorn rent be charged, subject to the Crèche Committee assuming responsibility for checking and maintaining the play equipment, grass cutting and management of the allotments.  This agreement was also subject to grant approval.

The Clerk reported that she had contacted Powys County Council regarding the terms of the agreement for an access to the rear of School House.  A response had been received confirming that the Officer would investigate the matter further and if proved to be correct the work would be carried out.

(h) Newbridge-on-Wye and Llanyre Playing Fields (Ref. Min. 36/15(h)/(i))

It was reported that Councillor Evans had received confirmation from Mr. S. Gealy that the County Council were prepared to continue with the safety checks of the play equipment at a cost of £50 per hour for both.  It was noted that Newbridge-on-Wye had not officially been handed over as yet so the equipment remained the responsibility of the County Council. 

With regard to Llanyre, this was the Community Council’s responsibility even though no official handover of the County Council’s play equipment had been carried out.  It was, therefore, agreed that the Clerk contact Mr. S. Mackintosh to request that written confirmation of the handover be undertaken as a matter of urgency.

It was agreed that the County Council be engaged to undertake the safety checks on the Llanyre play equipment and a revised quote for the one play area be requested.

It was also agreed to proceed with the Newbridge-on-Wye site when the handover had taken place.

(i) War Memorial, Llanyre (Ref. Min. 36/15j))

Councillor John Evans left the meeting whilst this item was discussed.

Two quotations for the re-painting of the lettering on the War Memorial and flower pot were received as follows:-

Mr. Rhys Spraggon, Newbridge-on-Wye   £170.00
Mrs. Marianne Roberts, Llanyre    £60.00

It was proposed by Mrs. P. Abbott and seconded by Mrs. T. Field that the quotation from Mrs. Roberts be accepted and Mr. L. Smith agreed to inform her accordingly.  The Clerk was requested to send a letter of thanks to Mr. Spraggon.

Councillor John Evans re-joined the meeting.

(j) Pritchard Recreation Ground (Ref. Min. 36/15(k))

The Chairman reported that Mr. Lewis had been to look at the bench and it was his opinion that it was beyond repair.  Mr. Smith and Mr. Powell agreed to look again.

(k) 9, Clos y Berllan, Newbridge-on-Wye (Ref. Min. 36/15(m))

The Clerk reported that she had been in correspondence with the Planning Officer and it had been confirmed that the new gate at this address did not “constitute development and as such would not be under the control of the planning department”.


 Mr. S. Powell and Councillor John Evans left the meeting whilst this item was discussed.

 P/2014/0384 (Re-submission) – Wern, Llanyre, Llandrindod Wells – erection of one 30.5m to hub (45.07m to tip) wind turbine with control box and associated works.

Members received correspondence from the applicant and a local resident which was taken in to consideration when discussing the application.

It was reported that a noise impact survey had been undertaken but there was no evidence of this within in the application and whilst appreciating that the proposed turbine would be sited further down than the one already in existence it was also a bigger turbine.

Following a lengthy discussion, and taking all matters in to consideration, it was proposed by Mrs. P. Abbott and seconded by Mr. G. Rees that the application be refused for the following reasons:-

-    cumulative noise impact
-    vibration
-    design
-    proximity to the nearest property
-    visual impact
-    clustering of turbines
-    cumulative effect on the whole community

 All in favour.

 Councillor John Evans re-joined the meeting.

P/2015/0687 (Re-application following refusal) – erection of detached garage/stores at Highcroft, Llanyre.

Members felt that the roof still appears to be very high and the proposed property, as a whole, was disproportionally large in comparison to the single storey dwelling.

It was, therefore, proposed by Mr. G. Rees and seconded by Mr. S. Grimwood that the application be refused.  All in favour.

Mr. S. Powell re-joined the meeting.

(c) PCC – Newbridge-on-Wye Toilets – details of the handover grant were received and noted.  The Clerk was authorised to sign the agreement on the Council’s behalf.
(d) PCC – Llanyre Toilets - details of the handover grant were received and noted.  The Clerk was authorised to sign the agreement on the Council’s behalf.
(e) Baden Powell Scout Group – the Autumn Term Newsletter was received and noted.
(f) CPRW – the Summer newsletter and notice of the AGM was received and noted.
(g) Newbridge-on-Wye WI – a letter of thanks for the donation from the Recycling Funds, together with a photograph of the items purchased was received and noted.


 The Clerk reported that the external Audit had been completed on 12th August, 2015 and copies of the Annual Report and notice had been posted on the notice boards.


 The date of the next meeting was confirmed as Tuesday 20th October, 2015 at 7.30 p.m.

There being no other business, the Chairman closed the meeting at 9.15 p.m.
