CYNGOR CYMUNED LLAN LLYR/LLANYRE COMMUNITY COUNCIL

A meeting of Cyngor Cymuned Llan Llyr/Llanyre Community Council was held at Llanyre Church Hall on Tuesday, 26th July, 2016.

Present:- Councillor S. Powell (Chairman);

Councillors M. Davies, Mrs. T. Field, S. Grimwood, G. Lewis,
S. Meredith, G. Rees and L. Smith.

In attendance:- County Councillor W. J. Evans

35/16 APOLOGIES FOR ABSENCE

Apologies for absence were received from Mrs. P. Deakin and Mr. M. Watkins.

36/16 DECLARATIONS OF INTEREST

Mrs. T. Field declared an interest in item 39/16 and left the meeting whilst the matter was discussed.

37/16 MINUTES

The Chairman was authorised to sign as a correct record the Minutes of the meeting held on 28th June, 2016, subject to the following correction to item 25/16(e) – delete £8000, insert £800.

38/16 MATTERS ARISING

(a) Public Toilets, Llanyre (Ref. Min. 25/16(b))

It was reported that the electricity was not working but Mr. L. Smith had arranged for the Electrician to investigate. Permission was granted to continue with any required works up to a maximum of £100.

It was also reported that the fascia and barge boarding was in a poor condition and in need of replacement. The installation of UVPC was discussed. Members visited the site during the meeting and it was noted that the electricity was connected to the fascia board in one location and this could be expensive to move. It was, therefore, agreed to ask a builder to undertake a site investigation to confirm what can be done and report back to the next meeting.

(b) Public Toilets, Newbridge-on-Wye (Ref. Min. 25/16(c))

No problems to report. Electricity 95656.

(c) Recycling Sites (Ref. Min. 25/16(d))
(i) Llanyre – glass ½ full, paper ok
(ii) Newbridge-on-Wye – paper ½ full, plastic and glass full

(d) Llanyre Recreation Field (Ref. Min. 25/16(f))

The Chairman reported that he had been unable to find anyone interested in cutting and clearing the grass from the field.

(e) Proposed New Community Facility (Ref. Min. 25/16(g))

Nothing further to report and it was agreed to remove the item from the agenda until such time as there was further information available.

(f) Newbridge-on-Wye and Llanyre Playing Fields (Ref. Min. 25/16(h))

Further correspondence was received from Mr. G. Eales of Powys County Council regarding the licence agreement for the Newbridge-on-Wye Playing Field. It was noted that the person who had been collecting the rents from the allotment holders was no longer interested in the position. Only one allotment had been taken this and it was reported that the soil is of a very poor quality.

In order to progress the matter further it was agreed that Mr. G. Rees would gather some information and a site meeting would be held before the next meeting which is scheduled for 20th September. It was agreed to meet at the allotments at 7.00 p.m.

(g) Noticeboard, Llanfihangel Helygen Church (Ref. Min. 31/16)

The Chairman reported that he had not had the opportunity to make enquiries about the where abouts of the old notice board but would ensure that this was done before the next meeting.


39/16 PLANNING APPLICATIONS

It was reported that it was not possible to use the ohp at this meeting but it would be sorted before the next meeting.

The following application was received and considered:-

Field off Gravel Road, Llanyre – erection of an agricultural building. It was reported that work on the site had already commenced and following discussion it was agreed that the application be approved, subject to the following:-

- removal of the trees at the end of the lane to improve visibility;
- trees be planted to screen the proposed building
- the proposed building to be constructed from timber or coloured sheets.

41/16 CORRESPONDENCE

(a) NALC – National Salary Award for 2016-2018

This matter was discussed under Confidential Matters.

(b) Newbridge-on-Wye Church

A request for financial assistance towards the cost of a new sign was received. Members felt that they were unable to recommend approval of a donation from Community Council funds but would arrange for the application to be discussed at the next meeting of the Peat Mosses and Turbaries.

(c) Scottish Power – New Pricing Plan

Information on the new Pricing Plan was received and approved.

(d) Howey YFC

A letter of thanks for the donation towards the hosting of the County Rally was received and noted.

(e) Ombudsman – Annual Report 2015/2016

A copy of the Annual Report was received and noted.

42/16 VACANCY IN THE NEWBRIDGE-ON-WYE WARD

This matter was discussed under Confidential Matters.

43/16 DATE OF NEXT MEETING

The date of the next meeting was confirmed as Tuesday, 20th September, 2016 at 7.30 p.m.

44/16 NEWBRIDGE-ON-WYE COMMUNITY CENTRE

The Booking Secretary gave an up-date on recent bookings:
July – 2, August – 0 and September -1.

The Clerk reported that she had received a complaint about the cleanliness of the upstairs meeting room.
