CYNGOR CYMUNED LLAN LLYR/LLANYRE COMMUNITY COUNCIL

A meeting of Cyngor Cymuned Llan Llyr/Llanyre Community Council was held at Newbridge-on-Wye Community Centre on Tuesday 20th January, 2015.

Present:- Councillor S. Powell (Chairman);

Councillors Mrs. P. Abbott, M. Davies, S. Grimwood,
G. Lewis, S. Meredith, G. Rees, L. Smith and M. Watkins.

In attendance:- County Councillor W. J. Evans

97/14 APOLOGIES

An apology for absence was received from Mrs. T. Field.

98/14 DECLARATIONS OF INTEREST

There were none.

99/14 MINUTES

The Chairman was authorised to sign as a correct record the Minutes of the meeting held on 16th December, 2014.

100/14 MATTERS ARISING

(a) New A470/Traffic Calming Measures/By-pass (Ref. Min. 90/14(a))

It was confirmed that the junction of the B4358 with the road to Howey was discussed with Mr. A. Knox at a recent meeting. However, it was noted that there was no funding available at present.

(b) Public Toilets, Llanyre (Ref. Min. 90/14(b))

Nothing to report. Electricity 41423, Water 533.

County Councillor Evans reported that he had been in discussion with Mr. L. Williams, Lighting Engineer who was currently assessing the lighting in Llanyre. It was noted that the tree adjacent to the toilets would be trimmed in the near future and it was agreed to look at the lighting outside the toilets as it may be possible to put it off if sufficient lighting was available from the street light.

(c) Public Toilets, Newbridge-on-Wye (Ref. Min. 90/14(c))

(d) Recycling Sites (Ref. Min. 90/14(d))

(i) Llanyre – nothing to report
(ii) Newbridge-on-Wye – paper almost full.

(e) Mid Wales House – Parking (Ref. Min. 90/14(e)

Mr. S. Meredith reported that he, and County Councillor Evans, had met with Mr. A. Knox to discuss the matter further when Mr. Knox had agreed that he now had sufficient evidence to proceed. As previously discussed, it now looks as if the land belongs to Powys County Council and it has been agreed that an Officer will be assigned to work on the case and report back to the Community Council in the near future.

The Chairman thanked Mr. Meredith for all the research he has undertaken for the Community and County Councils.

(f) Proposed Llanyre Church/Community Hall (Ref. Min. 90/14(f))

It was reported that the Clerk had contacted the Charity Commission authorising Mr. R. Cawthorne to act on behalf of the Trustees.

Mr. M. Watkins confirmed that he had been in contact with Mr. Cawthorne to enquire whether he would be prepared to put together a history of the land ownership in Llanyre.

(g) Proposed New Crèche Facility (Ref. Min. 90/14(h))

An application for financial assistance towards the cost of planning and architects fees was received. Members discussed the application in detail, following which it was agreed, in principle, to give financial assistance towards the project. However, it was agreed that further detailed information on the exact amount required would be needed before the Community Council could proceed. The Members were unanimous in their support for the project.

101/14 PLANNING APPLICATIONS

The following planning application was received and considered:-

P/2014/1248 – erection of building for use as boarding kennels to house 20 dogs and associated works at Bailey Bevan Farm, Llanyre. Following discussion it was RESOLVED – that the application be approved subject to the following:-

- sufficient sound proofing being installed in the proposed building;
- an additional septic tank being installed to deal with the waste; and
- improvements to the road junctions to improve visibility and traffic safety.

102/14 INVOICES FOR PAYMENT

The following invoices were received and passed for payment:-

(a) Llanyre Church Hall – hire for meetings in 2013 and 2014 £70.00
(b) Mr. P. Lewis – NoW toilets £46.00
(c) Mr. P. Lewis – Llanyre toilets £46.00
(d) Mrs. L. Brown – salary/expenses and computer use £397.59

103/14 CORRESPONDENCE

Welsh Government – Section 137 Expenditure Limit for 2015/2016

It was noted that the maximum expenditure that could be incurred under both section 137(1) and (3) for the financial year 2015/2016 will be £7.36 per elector.

104/14 REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES

There were none.

105/14 DRAFT SPENDING ESTIMATES FOR 2015/2016

It was agreed that discussion of this item be deferred to the meeting to be held on 28th January and that the Clerk be requested to e-mail/post copies of the draft estimates to Members.

106/14 MEMBERS’ ITEMS

(a) Blocked drain in Llanyre (Mr. L. Smith)

It was reported that the drain into the Pritchard Recreation Ground was blocked again. Councillor Evans informed the meeting that the County Council was aware that there was a problem. An Officer would contact Mr. L. Smith prior to commencing the work.

(b) Parking in Llanyre (Mr. L. Smith)

It was reported that cars were parking each side of the entrance to Penrhiw and obscuring the visibility of vehicles joining the road. Mr. Smith felt that double yellow lines were required. Members did not support this view.

(c) Clerk’s Salary (Mr. S. Powell)

It was agreed that this item be excluded as Confidential.

107/14 DATE OF NEXT MEETING

The date of the next ordinary meeting was confirmed as Tuesday, 24th February at 7.00 p.m.

There being no other business the Chairman closed the meeting.
