 CYNGOR CYMUNED LLAN LLYR/LLANYRE COMMUNITY COUNCIL

A meeting of Cyngor Cymuned Llan Llyr/Llanyre Community Council was held at Newbridge-on-Wye Community Centre on Tuesday 19th January, 2016.

 Present:- Councillor S. Powell  (Chairman);

   Councillors M. Davies, Mrs. T. Field, S. Grimwood, S. Meredith,
   G. Rees, L. Smith and M. Watkins.

 In attendance:- County Councillor W. J. Evans.

85/15 APOLOGIES FOR ABSENCE

 An apology for absence was received from Mrs. P. Deakin.

86/15 DECLARATIONS OF INTEREST

 There were none.

87/15 MINUTES

 The Chairman was authorised to sign as a correct record the Minutes of the meeting held on 15th December, 2015.

88/15 MATTERS ARISING

(a) New A470/Traffic Calming Measures/By-pass (Ref. Min. 75/15(a))

Correspondence was received from Edwina Hart, AM, regarding the continued speeding through Newbridge-on-Wye and problems associated with vehicles not stopping at the pedestrian crossing.  It was noted that she had referred the matter to Dyfed Powys Police who are responsible for enforcing the speed limit and also have powers to take action if a driver is witnessed failing to stop at a zebra crossing.

(b) Public Toilets, Llanyre (Ref. Min. 75/15(b))

No problems to report.  Electricity – 42166, Water – 566.

(c) Public Toilets, Newbridge-on-Wye (Ref. Min. 75/15(c))

Mr. S. Meredith reported that he had been contacted by the cleaner expressing his concerns that the heaters were not working.  Mr. M. Davies confirmed that he had visited and checked. It was confirmed that all were working.  Electricity – 94552.

(d) Recycling Sites (Ref. Min. 75/15(d))

(i) Llanyre – It was reported that the glass was quarter full and a small amount in the paper.  It was also reported that a local resident had requested that some hard standing be installed around the recycling bins as the area had become very muddy during the recent wet weather.  Mr. L. Smith and Mr. S. Powell agreed to investigate the matter.

(ii) Newbridge-on-Wye – the plastic bin was full. 

 It was also reported that the recycling collections over the Christmas period were unsatisfactory and had caused problems with bags being left at recycling centres.  It was confirmed that any bags left at recycling sites are classed as fly tipping and, if caught, the public will be fined.

(e) Mid Wales House – Parking (Ref. Min. 75/15(e))

Mr. S. Meredith confirmed that he had delivered additional photographs to Mr. A. Knox but had been unable to speak with him.  Councillor Evans agreed to follow up.

(f) Proposed Llanyre Church/Community Hall (Ref. Min. 75/15(f))

Mr. M. Watkins reported that he had been unable to attend the scheduled appointment in Archives on 8th January so a new appointment had been made for 22nd January.

(g) Proposed New Community Facility (Ref. Min. 75/15(g))

It was reported that the Committee had been unsuccessful with their bid for funding but they had been invited to re-apply in February.  The Committee had also received a letter from Powys County Council outlining the details for collecting the rent on the allotments.  This, however, was not their responsibility as the land had not yet been transferred.  Councillor Evans reported that the County Council were in the process of transferring the allotments to the Community Council.  The Housing Department would transfer the land in their ownership to the Community Council as soon as confirmation of the grant had been received.

The car park has been stoned.

(h) Newbridge-on-Wye and Llanyre Playing Fields (Ref. Min. 75/15(h))

Mr. S. Powell confirmed that he would undertake the work outstanding on the safety report during this week.

(i) Electronic Planning Applications (Ref. Min. 75/15(i))

Nothing further to report.

(j) Account Book (Ref. Min. 75/15 (j))

The Clerk confirmed that she had received two queries and a response would be sent this week.

(k) Financial Information (Ref. Min. 80/15(a))

No response received to date.

89/15 PLANNING APPLICATIONS

 Llyr, Llanyre – erection of a dwelling and garage and improvements to existing access.  It was agreed that a site meeting be held on Wednesday 27th January at 4.00 p.m.  The Clerk agreed to contact the applicant’s agent.

 Upper Dollwynhir, Llanyre – erection of a general purpose agricultural storage building.  RESOLVED – that the application be approved.

 The monthly balance of income and expenditure was received and approved.

91/15 CORRESPONDENCE

(a) Western Power Distribution –– Llanyre Christmas Tree

The certificate of unmetered supply was received and noted.

(b) Welsh Government – Road Safety Review

Correspondence was received from the Welsh Government regarding a Road Safety Review which was undertaken across trunk roads in Wales.  The schemes have been prioritised on an all-Wales basis and the website provides information on the earliest start dates.  Details can be found at http://www.traffic-wales.com/Trunkroadsafetyreview.aspx

(c) Builth Building Services

Correspondence was received outlining the services they can provide with regard to maintenance and repairs of local buildings, parks, etc.  The Clerk was requested to acknowledge receipt of the letter.

92/15 PRECEPT ESTIMATES FOR 2016/2017

 Members received the following draft precept estimates for the 2016/2017:-

The product of a £1 precept in: 

2013/2014 = £547.37
2015/2016 =  £571.13
2016/2017 =  £572.29   

Regular invoices (estimates) to be paid between January and March include:-

of which £1031.53 is earmarked for donations from the Recycling Funds.
 
The Community Council funds, therefore, are £9547.04 less estimated expenditure to 31st March, 2016 = £7365.04

The new rates for the Clerk’s salary for 2016/2017 have not yet been received, so the existing salary is included for estimate purposes.

This is an ESTIMATE of the costs to run the Council during the next financial year:-

Based on the above-mentioned estimated expenditure for 2015/2016 it is recommended that the following precept be set:-

Which equates to a Precept of     £29

Estimated balance in hand at 31.03.16   £7365.04
Less recommended reserves     £2000.00
Balance available to spend     £5365.04      

Estimated cost of running the Council in 2016/2017    £16407.64

Amount to be raised via the precept      £11042.60

Which equates to a precept of £19.30  Precept is currently set at £18

Some Members expressed their concern at a proposed increase to the Precept but it was reported that additional responsibility had been passed to the Community Council which had resulted in the increased costs.

It was, therefore, proposed by Mr. M. Watkins and seconded by Mr. M. Davies that a precept of £20 be set for the 2016/2017 financial year.

93/15 DATE OF NEXT MEETING

 The Clerk requested permission to change the date of the next meeting which was scheduled for Tuesday, 16th February.  Following discussion, it was agreed that the next meeting would be held on Tuesday, 23rd February at 7.00 p.m.
