A meeting of Cyngor Cymuned Llan Llyr/Llanyre Community Council was held at Newbridge-on-Wye Community Centre on Tuesday 24th February, 2015.

Present:- Councillor S. D. Powell (Chairman);

Councillors Mrs. P. Abbott, M. Davies, S. Grimwood, G. Rees and
M. Watkins.

In attendance:- County Councillor W. J. Evans.


Apologies for absence were received from Mrs. T. Field, Mr. G. Lewis and Mr. L. Smith.


Mr. S. Powell declared an interest in item 116/14 (Planning – Froncoed) and left the meeting whilst the item was discussed.

114/14 MINUTES

The Chairman was authorised to sign as a correct record the Minutes of the meeting held on 20th January, 2015 and of the extra ordinary meeting held on 28th January, 2015, subject to the inclusion of apologies for absence from Mr. L. Smith for the meeting on 28th.


(a) New A470/Traffic Calming Measures/By[pass (Ref. Min. 100/14(a))

It was reported that a 20 mph speed restriction past the school would be introduced in the near future. In addition, 20 mph speed restriction would be introduced on Knapplands, Riverside and Cae Nant. It was noted that, with the exception of Cae Nant, this was as a result of the meeting held with the Minister and it was agreed that the Clerk write a letter of thanks to the Minister when the work was completed.

It was also reported that LED lights had been installed on the A470 through the village.

(b) Public Toilets, Llanyre (Ref. Min. 100/14(b))

Electricity 4170 Water 536. It was reported that the downpipe was broken by a football and in need of repair. Mr. Watkins had spoken with the boys concerned and it was hoped that the families of those concerned would arrange for the pipe to be repaired. It had not been done to date and it was agreed to leave until the next meeting and if not done arrangements would be made to complete the repair.

It was noted that remedial works on the drain under the road had been carried out and it seemed to be better at the moment.

(c) Public Toilets, Newbridge-on-Wye (Ref. Min. 100/14(c))

(d) Recycling Sites (Ref. Min. 100/14(d))

(e) Mid Wales House – Parking (Ref. Min. 100/14(e))

Mr. S. Meredith reported that he had further information available to forward to Mr. A. Knox.

(f) Proposed Llanyre Church/Community Hall (Ref. Min. 100/14(f))

It was noted that Mr. R. Cawthorne would put together information on land ownership in Llanyre as and when he could.

(g) Proposed New Crèche Facility (Ref. Min. 100/14(h))

The Clerk reported receipt of correspondence from the Committee thanking the Council for their agreement to give a donation towards the scheme and informing Members that they were now in a position to consult with Architects and make steps towards completing the application for funding. The Clerk had informed the Committee that the funding had been allocated for the 2014/2015 financial year but had confirmed that she would bring the matter to the Council with a view to releasing the donation early. Members discussed the matter in detail and it was proposed by Mr. G. Rees and seconded by Mrs. P. Abbott that £1000 be released from the reserves to enable the project to proceed in this financial year. This would then be re-paid to reserves in the next financial year.

P/2015/0086 – Installation of 6 x 50 metre ground mounted PV Arrays and associated cabinet at Froncoed, Llanyre. Mr. M. Watkins reported on a site meeting which had been held on 21st February. It was noted that the proposed site was immediately by the house on gently sloping land. The proposed installations would be sited down the contours of land and would be 300m from the nearest property. The face of the panels would be sited towards the mid-day sun so it was unlikely that there would be any glare to Llanyre or Llandrindod. It was felt that the site would not be visible from Llanyre. It was also noted that the proposed site was adjacent to a metalled road so no additional roadworks would be required.

Members queried the type of installation and how the legs would be secured and it was reported that it was the understanding that a hole would be drilled in to the ground, a pipe inserted and the legs then dropped in.

Members received a letter of objection from a local resident who outlined their concerns regarding interruptions to land drainage which would exacerbate and existing problem with flooding in the village.

Following a lengthy discussion it was proposed by Mr. M. Watkins and seconded by Mr. G. Rees that the application be approved, subject to comments regarding the ground fixings and interruptions to land drainage being included.

Mr. S. Powell returned to the meeting

P/2014/1037 – Newbridge-on-Wye Football Club. Correspondence was received confirming that the application would be discussed at the Planning Committee meeting on 26th February. No one wished to attend to speak and there was no further comments to add.

In addition to the above applications Members outlined their concerns regarding the following matters:-

Thimble Court Lane – excavation works have taken place for a barn to house plant and machinery. Members had no recollection of receiving a planning application.

House in the Wood – Members recalled that planning permission had been granted for a holiday let but it was understood that the premises were inhabited on a permanent basis.

Near Lower Cwm – a small caravan had been sited with a toilet shed and fencing to screen it.

It was agreed that the Clerk contact the Planning Officer to enquire about the above mentioned matters.


The monthly balance of income and expenditure was received and approved.

(d) Mr. P. Lewis – NoW/Llanyre toilets £70.40
(e) Mrs. L. Brown – salary/expenses £286.29

In addition, 2 invoices for Scottish Power for NoW and Llanyre toilets were received and it was agreed that the actual readings be forwarded to ensure the correct payments were made.


(a) PAVO

Correspondence was received stating the membership was now open to Town and Community Councils. It was agreed to join.

(b) One Voice Wales

An invitation to continue membership of One Voice Wales was received. It was agreed to continue.


It was noted that a One Voice Wales meeting had been held with an address being made by an Officer from Powys County Council. No one had been available to attend. The next meeting would be held in Erwood.


The Clerk confirmed that she had received confirmation from Powys County Council that no request for an election to the vacancy had been received and permission was granted for the Community Council to advertise for co-option. The Clerk distributed notices for posting on the notice boards.


(a) Gravel Road

It was reported that there was a large pot hole at the top of Gravel Road. Councillor W. J. Evans agreed to follow up.

(b) Litter

It was reported that there was a large amount of litter/rubbish on the verges from Llanyre to Llandrindod. The problem seemed to have increased since the introduction of kerbside recycling and Members enquired whether it could be blowing out of recycling boxes and the collection lorry. Councillor W. J. Evans agreed to investigate.


The date of the next meeting was confirmed as Tuesday, 17th March, 2015.

There being no other business the Chairman closed the meeting at 8.15 p.m.
