CYNGOR CYMUNED LLAN LLYR/LLANYRE COMMUNITY COUNCIL

A meeting of Cyngor Cymuned Llan Llyr/Llanyre Community Council was held at Newbridge-on-Wye Community Centre on Tuesday, 21st April, 2015.

Present:- Councillor S. Powell (Chairman);

Councillors Mrs. P. Abbott, Mrs. T. Field, S. Grimwood, S. Meredith,
G. Rees, L. Smith and M. Watkins.

In attendance:- County Councillor W. J. Evans.

133/14 APOLOGIES FOR ABSENCE

Apologies for absence were received from Mr. M. Davies and Mrs. P. Deakin.

134/14 DECLARATIONS OF INTEREST

There were none.

135/14 MINUTES

The Chairman was authorised to sign as a correct record the Minutes of the meeting held on 24th March, 2015, subject to the following addition under item 127/14: Mr. M. Watkins declared that he was a neighbour to the property in question.

136/14 MATTERS ARISING

(a) New A470/Traffic Calming Measures/By-pass (Ref. Min. 126/14(a))

Mrs. Abbott reported on a meeting she had attended with Officers of Dyfed Powys Police from Carmarthen and representatives from the School. It was noted that the 20 mph signs would be in operation in the very near future and the Police were looking to recruit adults to operate speed guns during the times that the flashing speed signs were in operation. All volunteers would receive the appropriate training. The Police had agreed to keep the School and Mrs. Abbott informed on progress.

(b) Public Toilets, Llanyre (Ref. Min. 126/14(b))

It was reported that the downpipe had been repaired and the Chairman thanked Mr. G. Rees for undertaking the work. It was noted that the outside of the toilets was in need of re-painting and the tree had yet to be trimmed.

(c) Public Toilets, Newbridge-on-Wye (Ref. Min. 126/14(c))

Nothing to report.

(d) Recycling Sites

Llanyre – nothing to report.
Newbridge-on-Wye – nothing to report.

(e) Mid Wales House – Parking (Ref. Min. 126/14(e))

Nothing further to report at present. It was agreed to contact Alastair Knox for an update.

(f) Proposed Llanyre Church/Community Hall (Ref. Min. 126/14(f))

The Clerk reported that Mr. M. Watkins had prepared a draft letter to the Charity Commission regarding the letting of the land. However, it was not possible to include the financial details required because, although the income from the rental was paid in to the Recreation Field account the expenses for the hedge trimming were paid from Community Council funds as it was a joint tender with other works required in Llanyre. It was, therefore, agreed that the Clerk contact Dig It Gardening to enquire whether he was in a position to break down the costs.

It was also agreed to contact the Internal Auditor for clarification on how the Trustees are breaking the law as the area in question has been let for in excess of 30 years.

(g) Proposed New Creche Facility (Ref. Min. 126/14(g))

It was reported that initial funding had been received and the planning application was imminent.

(h) Planning Applications – Bailey Bevan, Llanyre (Ref. Min. 127/14)

The Clerk reported that she had written twice requesting further information but no response had been received. As a result the Members had no alternative but to refuse the application.

137/14 PLANNING APPLICATIONS

P/2015/0302 – New Build at Llanyre Farm, Llanyre – creation of access to serve new dwelling. It was noted that the original permission had been granted for access via the farm access but the applicant was now applying for permission to have an access on to Penrhiw Lane. Access had here had originally been refused due to insufficient visibility at the junction adjacent to the Bell Inn. Mr. M. Watkins reported that he had visited the site and the access was coming out on to a street, not a lane. In his opinion, visibility was not good towards The Bell Inn as the Church Hall hedge was very high. However, he proposed that, subject to the neighbouring hedge being lowered to 1.05 metres and maintained at this height that permission be granted. The proposal was seconded by Mrs. P. Abbott. All in favour.

139/14 CORRESPONDENCE

(a) PCC – General Dispensation – School Modernisation and School Transport Review

The above correspondence was received and noted.

(b) Valley of the Wye Baden-Powell Scout Group

A copy of the Newsletter was received and noted.

(c) Mid-Wales Housing – Consultation Launch

An invitation to the above launch was received. No one was available to attend.

(d) Post Office – Changes to Newbridge-on-Wye Post Office

Correspondence was received outlining details of improvements to be made to the Post Office in Newbridge-on-Wye. It was noted that the Post Office would lose some services but the counter services would be available until 9.00 p.m.

(e) Powys County Council – Community Delivery Initiative

It was agreed to email/post this correspondence to all Members for discussion at the next meeting.

(f) Parking Concern

Correspondence was received from Mr. J. Green regarding parking problems on the lane near the old Vicarage leading to the river. It was agreed to inform Mr. Green that as this was a council maintained road the Community Council would pass his concerns to them.

(g) One Voice Wales – The Voice

Copies of the Newsletter were received and passed to Members for their information.

140/14 REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES

One Voice Wales Meeting – 17th April, 2015 – Mrs. Field reported on her attendance at the meeting. Discussion had taken place regarding the changes to County Council boundaries. The Clerk reported that she had not received the paper in question and it was agreed that she enquire with One Voice Wales and forward it to Members on receipt. The next meeting would be held at Talgarth on 3rd July, 2015.

141/14 TENDERS

Tenders for were received from Dig It Gardening, as follows:-

With regard to Llanafan Road, it was noted that the tender was based on 4 cuts per year. However, it was felt that it needed cutting 6 times per year.

It was proposed by Mr. M. Watkins and seconded by Mr. S. Grimwood that the tenders be accepted and that the contractor be requested to increase the cuts on the Llanafan Road to 6.

142/14 MEMBERS ITEMS

Footpaths in Newbridge-on-Wye (Mr. G. Rees)

Members discussed the possibility of extending the footpath on the B4358 to the junction with Disserth to enable the public to walk from the village to Quackers. It was agreed that the Clerk contact Powys County Council with the request.

Speed on B4358 – Llanafan Road

Concern was expressed at the speed of traffic on the B4358 Llanafan Road. It was agreed that the Clerk contact Dyfed Powys Police for assistance with enforcement.

143/14 DATE OF NEXT MEETING

The date of the next meeting was confirmed as Tuesday, 19th May at 7.30 p.m. at Llanyre Church Hall.

There being no other business the Chairman closed the meeting at 9.30 p.m.
